中文摘要:云计算是全球新一轮 IT 革命最重要的标志性创新， 已经成为引领未来
信息产业乃至整个经济社会创新发展的战略性关键技术和基础性创新平台 ，它对
于我们带来的机遇和挑战也是全面的。 文章首先系统梳理了国外云计算发展的
历程， 之后通过对我国云计算产业发展概况和特点的分析， 深入探讨了云计算技
术与运维平台体系的重要性以及其在我国电商和游戏领域的应用以及对相关产
业发展的推动作用 。 我们认为通过技术创新与商业模式创新基于应用的结合，才
能使云计算业务支撑能力不断提升，通过满足客户的核心需求，逐步向政府云、医
疗云、教育云等市场方面规模扩散， 云计算高性能和高可用的特性才能得到逐步
发挥和市场认可。 最后结合对国内外云计算发展情况的深入分析，从技术、人才、
应用 、安全、服务等方面对我国在云计算领域的发展战略提出了相关政策建议。

Abstract:Cloud computing is the representative innovation of the world's new round of IT revolution. It has become the strategic technology and basic innovation platform that lead future information industry and economic society’ s development. We
first examine the development of the emerging cloud computing industry both in China and in developed countries, and then
analyze the application of cloud computing in China's electronic business and electronic game sectors. Drawing on the case
study, we find that the technological and business capabilities of the domestic cloud service companies are continually enhanced through exploring the new cloud computing business model. The cloud computing will be deployed across all sectors
of the Chinese economy, and we need to promote cloud computing to be diffused and applied to the government, medicine,
and education fields. Its high performance and availibility characteristics are recognized by more industries, and implementing
pilot cloud applications stimulates the cloud industry growing and forming of ecosystem. It is critical to form the interaction
mechanism among the technological innovation, application innovation, and business model innovation to stimulate the industrialization and leapfrogging development of the cloud computing. Finally, the paper presents the related policy recommendation that we proposed from the perspective of technology, talent, market, and security through systematically analyzing the development of cloud computing both in China and in developed countries.
