However, the blue carbon sequestration technology has been neglected in most ecological protection and restoration projects of coastal ecosystems. Besides, in the process of project implementation and management, the dynamic monitoring and systematic evaluation of carbon sink are imperfect. This study proposes the concept of enhancement of coastal blue carbon, focusing on four key technologies of soil carbon emission reduction technology, plant carbon sequestration technology, soil microbial carbon sequestration technology, and carbon deposition and burial technology, to explore the technology system and approach to enhance coastal blue carbon. This study suggests accelerating forward-looking layout and system research, mainly by developing technologies of coastal blue carbon sequestration, achieving synergies between ecological conservation and restoration and carbon sequestration, strengthening the monitoring and evaluation of carbon sequestration and sink enhancement, and establishing a longterm management mechanism for the development of coastal blue carbon sink, which would provide theoretical and technical support for the formulation of coastal blue carbon and the enhancement of carbon sink function, and play an active role in enhancing ecological carbon sink capacity and achieving the goal of carbon peak and carbon neutrality in the future. 蓝碳 海岸带生态系统 固碳增汇 生态修复 理念与技术 blue carbon coastal ecosystem carbon sink and sequestration ecological restoration concepts and techniques 海岸带蓝碳 1 全世界所有生物捕获的碳，55% 由海洋生物捕获 [ 1 1 ] ；人类活动排放的二氧化碳（CO 2 ），约25% 由海洋吸收 [ 2 2 ] ，由此可见海洋是地球上巨大的碳库。其中，海岸带仅占全球海洋面积的0.2%，但其沉积物中埋藏的碳可占全球海洋沉积物碳储量的50% [ 3 3 ] ；且又以盐沼、红树林和海草床3种生态系统类型为主，能够捕获和储存大量的碳并将其长期埋藏在土壤或沉积物中，故被称为海岸带蓝碳（coastal blue carbon） [ 4 4 ] 。近10年的研究表明，除盐沼、红树林和海草床以上3种由被子植物为基础的生境，大型海藻的固碳作用可能也是海洋沉积物碳的重要产生途径，因此大型海藻也常被列为第4类海岸带蓝碳来源 [ 5 5 ] 。这些海岸带蓝碳生态系统具有高生产力、高捕获力、良好保存条件、低甲烷（CH 4 ）排放以及长时间尺度不饱和的特性，使得海岸带土壤碳埋藏速率是陆地生态系统的几十到上千倍 [ 3 3 ] 。 海岸带蓝碳的产生过程包括内源碳汇和外源碳汇2部分（ 图 1 图 1 ）。内源碳汇主要为植物光合碳过程主导的垂向碳储存，与陆地生态系统相似；外源碳汇是通过径流和潮流等外部水—沙所携带的陆源和海源有机质，在输入—输出平衡下沉积的横向碳储存 [ 6 6 ] 。在未来气候变暖和海平面上升的背景下，一方面，大气CO 2 增加、气温升高和适度的海平面上升都能提高植物生产力和土壤沉积物厚度 [ 7 7 ] ，从而进一步提高海平面上升时海岸带生态系统植被的生存能力 [ 8 8 ] ，增加内源碳汇；另一方面，加速的海平面上升和气候变暖导致生产力的增加大于土壤有机质衰减率的幅度，进而促进了土壤沉积物中有机质积累 [ 9 9 , 10 10 ] ，增加外源碳汇。因此，海岸带蓝碳生态系统可能在未来仍具有较高的碳汇功能和固碳潜力，这将成为缓解全球气候变化的长期解决方案之一。 鉴于盐沼、红树林、海草床等海岸带生态系统具有重要的蓝碳功能，2018年联合国气候变化大会第24次缔约方大会把蓝碳碳汇列为应对气候变化六大措施之一。我国在《中共中央国务院关于加快推进生态文明建设的意见》《全国海洋主体功能区规划》等文件中都对发展蓝碳作出部署，并相继发起“ 21世纪海上丝绸之路蓝碳计划”“全球蓝碳十年倡议”，提倡充分发挥海岸带蓝碳的作用。但是，以往的海岸带生态保护和修复工程忽视了蓝碳固碳增汇技术，亟须建立海岸带生态保护修复与固碳增汇协同增效的技术体系。本文提出了海岸带生态系统蓝碳的增汇理念，重点围绕土壤碳减排技术、植物固碳增汇技术、土壤微生物固碳技术、碳沉积埋藏技术4个关键技术，探索海岸带生态系统蓝碳增汇技术体系与途径，并指出海岸带蓝碳增汇技术的未来研究方向，以期为制定海岸带蓝碳增汇方案和提升碳汇功能提供理论和技术支持，在增加生态碳汇能力和实现碳达峰碳中和目标中发挥积极作用。 海岸带生态系统蓝碳减排增汇 1 全球海岸带生态系统减排增汇技术主要通过退化生态系统的生态修复来实现，具体包括4方面技术。 ①土壤碳减排技术。 实施水文连通、恢复潮汐作用，以保持淹水条件和厌氧环境，抑制土壤有机碳矿化分解，提高土壤/沉积物碳封存能力。 ②植物固碳增汇技术。 促进植被恢复，构建高生物量、高碳汇型水生生物群落，增加植被光合碳吸收和固定。 ③微生物固碳技术。 通过改善土壤/沉积物和水体环境，提高植被覆被及多样性，进而影响微生物种群与功能，提高微生物固碳能力。 ④碳沉积埋藏技术。 通过水文连通恢复和植被修复，促进湿地发育、陆源和海源有机碳沉积和累积，提高土壤/沉积物碳沉积埋藏能力（ 图 2 图 2 ）。 根据计算，全球通过修复和恢复原有生境实现海岸带生态系统蓝碳增汇，到2030年预计每年可额外抵消8亿吨CO 2 气体排放量，总计约占全球化石燃料年排放量的3% [ 11 11 ] 。 土壤碳减排技术 2 海岸带土壤碳减排技术，也称土壤负排放技术，是通过恢复自然生态系统、提升潮汐水文连通性，减少土壤CO 2 和CH 4 排放的技术，是实现蓝碳减排增汇的重要途径（ 图 3 图 3 ）。 ①开展生态治理工程，包括互花米草治理、新型绿色防波堤建设等；②提升潮汐水文连通性，增加土壤/沉积物中SO 4 2- 浓度，减少土壤CH 4 产生与排放；③开展生态修复工程，包括退养还湿、退垦还湿等，恢复潮汐淹水环境，扩大自然湿地面积，降低土壤有机碳分解和CO 2 排放 ① Carry out ecological restoration project, including Spartina alterniflora control and new coastal ecosystem-based defence construction; ② Increase hydrological connectivity of tidal creek, and enhance SO 4 2- concentration in soil or sediment, further decrease CH 4 production and emission; ③ Carry out ecological restoration of degraded wetlands, including returning breeding pond to wetland and returning farmland to wetlands, enhancing tidal hydrological connectivity, expanding the area of natural wetlands, and reducing soil organic carbon mineralization and CO 2 emissions 土壤碳减排功能 3 滨海湿地虽然是大气CH 4 的排放源之一，但其CH 4 排放量一般低于淡水湿地，这主要与滨海湿地含有高浓度的硫酸根（SO 4 2- ）有关 [ 12 12 , 13 13 ] 。即在滨海湿地厌氧条件下，硫酸盐还原菌与产甲烷菌的竞争会抑制CH 4 的产生 [ 14 14 ] ；另外，盐分升高会增加土壤中电子受体的数量，电子受体对产甲烷菌产生一定的毒害作用，并与产甲烷菌竞争底物来源时处于优势，能够有效抑制产甲烷菌的活性 [ 15 15 , 16 16 ] ，所以滨海湿地可在一定程度上减少CH 4 排放。 滨海湿地等海岸带生态系统强大的蓝碳功能，得益于沉积物在潮汐交替过程中不断被埋藏到更深的土层，加之长期的厌氧环境，可减缓有机碳矿化 [ 17 17 ] 。因此，结合水文连通性恢复和微地形改造技术，恢复潮汐水文过程，扩大滨海湿地面积，能够减少土壤碳排放 [ 18 18 , 19 19 ] 。 土壤碳减排措施 3 传统防波堤的建设，阻碍了潮汐运动通道，造成海岸带生态系统退化；相比传统防波堤，新型绿色防波堤通过恢复潮滩盐沼、红树林和贝类礁等自然生态系统，促进潮汐水文连通，扩大滨海湿地面积，抑制土壤CO 2 和CH 4 排放 [ 18 18 ] 。上海鹦鹉洲盐沼湿地适当的水文连通恢复有助于减少CH 4 的排放（全球增温潜势为-11.23 ± 4.34 kg CO 2 ·m -2 ·a -1 ），比退化湿地的碳汇（全球增温潜势为-5.04 ± 3.73 kg CO 2 ·m -2 ·a -1 ）更强 [ 19 19 ] 。另外，互花米草入侵导致我国海岸带生态系统生态服务功能退化，通过建立不同潮滩位的互花米草治理技术体系，可恢复潮沟水文连通性 [ 20 20 ] ，显著降低湿地甲烷生产潜力和排放速率 [ 21 21 ] 。 互花米草防治、新型绿色防波堤修建、水文连通恢复、微地形改造等自然恢复与人工修复相结合的改造方式，是实现海岸带土壤碳减排的有效手段，可减缓土壤有机碳的分解速率，增加海岸带土壤固碳能力。 植物固碳增汇技术 2 植被是海岸带蓝色碳汇的主要贡献者和维持者，开展海岸带生态系统植被保护和修复已成为提升海岸带蓝碳功能的重要途径。通过快速促进植被恢复和增加植被面积、构建高稳定性和高生物量的植被群落等生境和植被恢复措施，筛选高生产力、高碳汇型植被物种等遗传育种措施（ 图 4 图 4 ），可以有效提升植物主导的海岸带蓝碳功能。 ①种子或胚轴撒播和②实生苗栽种可以简单经济、快速高效的重建海岸带原生植被种群；③植被群落物种多样性和稳定性是海岸带植被固碳增汇的重要保障，通过构建多物种和高稳定性的植被群落，提升海岸带植被的抵抗力和生产力；④筛选高生产力、高碳汇型植被物种，增强植物碳吸收能力和碳埋藏能力 ① Seed (or hypocotyl) dispersal and ② seedling planting are the two simple, economical, fast and efficient biological ways to rebuild coastal native vegetation; ③ Building a multi-species and high-stability vegetation community to improve the resistance and productivity of coastal vegetation is an important guarantee for blue carbon sequestration and sink enhancement; ④ Breeding and selecting excellent provenances with high production and carbon sequestration is another way to improve the carbon sink and burial capacity of coastal vegetation 生境和植被恢复措施 3 海岸带土壤种子库种类丰富并且主要是当地物种，具有易存活、抗逆性强等优点，因此在海岸带植被修复过程中起到至关重要的作用。 通过人工撒播法、物理和化学保护播种法和人工种子（胚轴）萌发法等多种技术手段，可以有效提高种子萌发率和成苗率，在短时间内快速实现海岸带植被重建和生态恢复 [ 22 22 - 24 24 22-24 ] 。研究表明种子法修复技术具有对海草床干扰小、播种成本低、劳动力需求少等优点，成为当前规模化海草床修复的首选方法 [ 25 25 ] 。 通过种植幼苗可以快速高效的重建原生植被种群，这也是海岸带植被恢复工程中最为普遍的技术措施 [ 26 26 ] 。 根据国家林业和草原局调查统计，至2020年，通过胚轴育苗、天然苗等人工造林和人工促进天然林更新的手段，我国新造和修复了超过70 km 2 红树林。按照我国已开展实施的“南红北柳”等海岸带植被修复生态工程计划，项目完成后我国海岸带盐沼和红树林生态系统年新增碳汇量预计超过15万吨CO 2 [ 27 27 ] 。 群落稳定性与物种多样性互相支撑保障，提高抗干扰能力和恢复能力，提升海岸带生态系统碳汇功能。 植被群落稳定性是海岸带植被固碳增汇的重要支撑，而群落物种多样性又为群落的稳定性提供了一个强有力的保障，一般随着物种多样性的升高，群落抵抗外界干扰的能力就会越强，恢复能力也越强 [ 28 28 ] 。例如，研究表明红树林群落物种多样性与碳汇强度呈显著正相关关系，所以恢复和提升原生优势物种主导的红树林群落物种多样性是增汇的重要技术途径 [ 29 29 ] 。因此，在开展植被恢复时，应注重利用生物多样性原理，多选取适宜的本地物种并辅以合理配置，构建多物种的植被群落，提升植被对自然和生物胁迫的抵抗力、恢复力和稳定性，以发挥更大的碳汇功效 [ 30 30 ] 。 遗传育种措施 3 提升植物光合作用效率、培育高效固碳植物和改善生态系统储碳能力是一个技术攻关热点。 由于对土壤水盐等特异性环境的长期生态适应，海岸带许多植被具有非常独特的遗传和表观特性，这可能造成不同生态型的生产力、光合碳分配和固碳能力存在差异 [ 31 31 ] 。因此，结合分子育种技术，开展优势基因挖掘和优良品种选育，培育高产、高光效、高抗逆和适应性强的盐生植物新品种势在必行 [ 32 32 , 33 33 ] 。 土壤微生物固碳技术 2 海岸带土壤和水体中的微生物在碳的合成、分解、固定、埋藏等过程中起着重要作用，制约整个生态系统的蓝碳功能 [ 34 34 ] 。研究表明，陆地生态系统微生物固碳量甚至可以超过总土壤碳埋藏量的50% [ 35 35 ] 。海岸带生态系统土壤固碳微生物涵盖细菌、真菌和古菌等多个门类，单独或与植物共生调控土壤固碳效率。近期研究发现，以微生物主导的微型生物碳泵固碳过程不仅在海洋水体中起重要作用，其在陆地和海岸带土壤固碳的贡献亦不可忽视 [ 36 36 , 37 37 ] 。目前，大量研究致力于基于微生物对海岸带生态系统土壤碳汇功能维持和应对全球气候变化的作用而研发土壤微生物碳增汇技术 [ 38 38 ] 。特定功能微生物菌剂等人为调控手段在强化细菌和共生植物功能以提高蓝碳生态系统固碳潜力方面提供了理论基础。以微生物为核心的土壤固碳增汇技术，通过增加微生物的碳固定，将成为蓝碳增汇的新兴方向（ 图 5 图 5 ）。 ①微生物菌剂可提高土著或修复植被的碳合成能力，进而加强共生微生物的生长代谢，有利于微生物碳的积累埋藏；通过基于生态修复的②植被恢复和③水文连通，为微生物提供更有利的生境。例如，提供碳源和水分，强化海岸带微生物碳泵功能，提高微生物的碳固定能力。基于土壤微生物固碳技术，增加有机碳存储和减缓无机碳排放 ① Microbial inoculum can enhance carbon synthesis in indigenous or restored vegetation, which benefits growth of symbiotic microorganisms and the accumulation of microbial residues; ② Vegetation restoratio and ③ Hydrological connectivity, providing more favorable habitats for microorganisms, strengthen the function of coastal microbial carbon pump and improve the carbon fixation capacity of microorganisms. Based on soil microbial carbon sequestration technology, increase of organic carbon storage and decrease of inorganic carbon emission are inclined to achieve 强化微生物功能 3 促生菌的筛选和富集为海岸带生态系统固碳增汇技术提供了可行性，例如红树和海草中植物促生菌的分离、培养、菌剂制备及应用提高了蓝碳生态系统碳合成和固定潜力 [ 39 39 , 40 40 ] 。通过筛选溶磷菌和固氮菌，制备单一或者组合的菌液、菌粉和微胶囊等剂型促生菌，在不同组合促生菌对红树植物幼苗生长促进作用明显；同时发现菌剂与肥料的配施是促进红树植物生长的最佳模式 [ 41 41 ] 。 提高生态系统稳定性 3 通过人为有效干预，如水文连通及植被恢复，提高海岸带生态系统稳定性，间接调控固碳微生物种类、丰度及功能，同样是提高生态系统固碳潜力的有效策略。水文连通有利于形成良好的厌氧环境，降低植物源和微生物源碳的矿化分解，利于老碳的积累和保留 [ 42 42 ] 。另外，淹水过程可激发微生物产生并储存大量电子，这类还原力可被以沼泽红假单胞菌（ Rhodopseudomonas palustris ）为代表的微生物利用，进而完成固碳过程 [ 43 43 ] 。沿海河口地下生态系统的甲烷和溶解有机碳可支撑化能自养微生物生命活动，在降低水体甲烷排放的同时增加碳的固定 [ 44 44 ] 。微生物的生命活动也可加强海岸带及临近生态系统无机碳的固定，增强CO 2 的溶解和转化，使碳以固态或可溶态形式长期存储于水体和沉积物中 [ 45 45 ] 。 碳沉积埋藏技术 2 碳沉积埋藏技术主要以恢复泥沙补给为基础，通过提高河流或潮流的泥沙输入量、增加海岸带生境的泥沙截留量、降低泥沙侵蚀量等技术手段，以维持海岸带生境的碳沉积埋藏能力（ 图 6 图 6 ）。通过恢复海岸带水沙供给，可促进蓝碳生境的纵向堆积和横向延伸，扩展其向陆或向海的生存空间，提高有机碳沉积埋藏速率。 ①恢复水沙输入量：通过打通河流或潮流连通性，恢复其输沙能力，扩展蓝碳生境向陆或向海的生存空间；②恢复水文过程和营养盐输入：强化泥沙矿物的保护作用并减缓有机碳矿化，提高有机碳沉积埋藏速率，维持生态系统健康和固碳能力；③增加水沙截留和捕获量：通过建造沙岛、阶地等技术措施提高泥沙截留量并降低侵蚀效应；④营造生物堤坝：通过改造防洪堤、丁字坝等硬质堤坝为盐生植物、牡蛎礁等生物堤坝促进泥沙供给、降低波浪侵蚀，保证蓝碳生境高有机碳埋藏速率 ① Recovery of water-sediment input: improving river or tidal connectivity, restoring its sediment transport capacity and expanding the landward or seaward living space of blue carbon habitats; ② Recovery of hydrological processes and nutrients input: enhancing sedimentary minerals protection to reducing organic carbon mineralization, increasing organic carbon burial rate, and maintaining ecosystem health and carbon sequestration capacity; ③ Enhancement of water-sediment retention and capture: increasing sediment retention and reducing erosion through technical measures, such as building sand islands and terraces; ④ Construction of living dams: transformation of hard embankments (such as levees and T-dams) to living dams (such as halophytes and oyster reefs), promoting sediment supply and reducing wave erosion, and keeping the high organic carbon burial rate in blue carbon habitats （1）通过重新引入河流水沙或提高河口的泥沙输入量，可提升河口三角洲的固沙能力，维持蓝碳生境健康。 4个全球典型河口三角洲生态恢复案例包括：多瑙河三角洲重新创造新的尾闾、密西西比河改道创造新的三角洲并在原三角洲打破河道形成新的冲积扇、阿查法拉亚河流域在湖泊和潟湖中建造新的小型内部三角洲、黄河调水调沙并改道尾闾创造新的三角洲叶瓣 [ 46 46 ] 。 （2）在河流输入较弱的区域，可在保持防护作用下将海堤向陆退缩，通过恢复海洋潮流的沉积作用塑造或改变海岸带蓝碳生境类型，提高碳埋藏速率 [ 47 47 ] 。 例如，在澳大利亚链谷湾，由于沉降导致的海潮淹没效应使盐沼在5—10年内转变为红树林，沉积物捕获速率是原盐沼生境的2倍，有机碳埋藏速率提高了4倍 [ 47 47 ] 。 （3）提高泥沙截留量并降低侵蚀效应还可通过建造沙岛、阶地等技术措施来实现 [ 48 48 ] 。 在河口近岸海湾区域设置多层沙岛可降低河流水沙扩散速度，减弱波—流冲击并制造泥沙再悬浮效应，实现泥沙截留。阶地为多个平行的小型沟—坎组成的土工构筑物，可将近岸海湾分割成多个小型盆地，促进沉积物淤积并抑制波浪侵蚀。在美国密西西比河口湿地，通过建造沙岛、阶地等措施在湿地小区域内可截获40%—80%的沉积物 [ 49 49 ] 。河流输送的颗粒态有机碳年龄可达上千至上万年且多为惰性 [ 50 50 ] ，矿物的化学络合和物理保护作用也可减缓有机碳矿化 [ 8 8 ] ，保证高有机碳埋藏速率。同时，恢复水沙输送可促进盐沼、红树林和海草对营养物质的吸收 [ 51 51 ] ，进而提高其地下生物量向沉积物中分配和埋藏。 （4）建设生物堤坝也是促进泥沙供给、降低波浪侵蚀的重要技术措施。 改造防洪堤、丁字坝等硬质堤坝为咸水植物、牡蛎礁等生物堤坝，不仅可以起到海岸保护作用，还可保证湿地与河口的连通性，为蓝碳生境植被的保护和恢复起重要支撑作用。 海岸带蓝碳增汇的对策与建议 1 中国是世界上少数几个同时拥有盐沼、红树林、海草床等蓝碳生态系统的国家，又是世界上高泥沙入海通量的热点地区之一，具有发展海岸带蓝碳的生物多样性资源优势和埋碳增汇的地质优势。在中国碳达峰、碳中和目标背景下，通过一系列蓝碳增汇技术措施，有望显著恢复蓝碳生境面积、提高土壤蓝碳密度，在保持高沉积速率情境下逐渐提升海岸带蓝碳增汇潜力。但是，以往的海岸带生态保护和修复建设工程忽视了蓝碳固碳增汇技术，亟须研发兼顾生态系统保护修复与固碳增汇的协同增效技术途径，建议未来的研究可从以下4个方向深入。 （1）加快研发和布局前瞻性、颠覆性的海岸带蓝碳增汇技术。 海岸带蓝碳增汇技术应兼顾生态保护和社会发展需求，聚焦海岸带生态系统碳汇格局、过程机制、演化趋势与潜力评估，构建以研发中心为支撑的创新平台体系，融合生物学、生态学、化学和物理工程等技术和方法，培育和发展包括土壤负排放、植物固碳增汇、土壤微生物固碳、碳沉积埋藏等技术体系，强化海岸带蓝碳支撑固碳增汇的技术耦合优化与协同增效，建立海岸带蓝碳增汇技术示范区，推动前瞻性、颠覆性增汇技术广泛推广实施。 （2）与海岸带生态系统重大生态保护修复工程相结合，实现生态保护修复与固碳增汇协同增效。 《全国重要生态系统保护和修复重大工程总体规划（2021—2035年）》提出了以“三区四带”为核心的全国重要生态系统保护和修复重大工程总体布局。其中，“三区四带”中的一带是指海岸带，包括6项海岸带生态保护和修复重点工程。未来应重视与海岸带生态系统重大生态保护修复工程相结合，强调水文连通性和生物多样性原则，完善海岸带保护修复工程系列标准，有力推动基于自然的、更有韧性的海岸带生态修复与固碳增汇协同增效的综合体系建设，为海岸带生态系统碳增汇提供技术支撑。 （3）加强固碳增汇技术的监测与评估，不断提升优化固碳增汇技术体系。 当前海岸带蓝碳监测技术还没有统一的规范和标准，碳储量核算存在较大的争议，亟待建立融合“卫星遥感观测—大气浓度监测—地面定位观测”为一体的“天—空—地”一体化碳汇观测体系，实现对海岸带蓝碳精确与高效的监测和评估；同时，基于观测系统大数据、人工智能、高性能计算等技术，增强固碳过程观测数据的精细化管理，科学评估不同固碳增汇技术的增汇效果，实现海岸带生态系统蓝碳碳汇的动态评估和科学预测。 （4）建立海岸带蓝碳碳汇发展的长效管理机制，推动蓝碳经济发展，助力我国“双碳”目标实现。 海岸带蓝碳生态系统的生态保护修复与固碳增汇协同提升是一项综合性工程，必须建立起包括多部门参与的长效管护机制，并逐步建立健全蓝碳经济相关法律法规，以保护和加快推动海岸带蓝碳经济发展。此外，当前国内外已经建立了一些海岸带蓝碳核算和交易标准体系，但仍存在一些问题，包括核算指标体系不够完善、指标核算边界不清晰、评价具有主观性等。因此，亟须建立编制一套国际认可、全球通用、科学公正的海岸带蓝碳核算体系，使之成为海岸带固碳增汇目标实现与碳汇交易开展的重要参考依据，同时也为提高我国在国际碳汇核算规制制定中的影响力和话语权提供强有力的支撑。 参考文献 Nellemann C, Corcoran E, Duarte C M, et al.
